|
Oluşturulan yeni mesleki yasa tasarısı kapsamında, GETAT tarafından onaylı hipnoz uygulayıcısı sertifikaları yalnızca Türkiye Cumhuriyeti sınırları içerisinde geçerli olup, Kuzey Kıbrıs Türk Cumhuriyeti (KKTC) sınırları dâhilinde uygulama yetkisi vermemektedir.
İlgili mevzuat uyarınca; • Yetkili ülke/otorite tarafından kullanım izni kendi sınırları içerisinde geçerliliği olan, • Uzmanlık izlenimi uyandıracak şekilde unvan kullanımına müsaade etmeyen, • Geçerlilik süresi bulunan ve süresi dolduğunda yenileme/uzatma için ilgili şartların yerine getirilmesini zorunlu kılan GETAT uygulamalarının, kişiye uzman unvanı vermediği açıkça hükme bağlanmıştır. • Bu tür sertifikaların, uzmanlık alanıymış intibaı yaratacak şekilde kullanılması kesin olarak yasaklanmıştır. Mevzuata aykırı bir durumun tespiti hâlinde, ilgili kişi ve/veya kuruluşlar hakkında gerekli idari ve hukuki işlemlerin yapılacağı, yürürlükteki yönetmeliklerle düzenlenmiştir. KKTC’de hipnoz uygulamaları, oluşturulan yeni mesleki yasa tasarısı kapsamına alınmış; bilimsel dünya standartları esas alınarak, ilgili; • Resmî diploma, • Resmî mesleki unvan, • KKTC vatandaşlığı şartları getirilmiş ve profesyonel bir mesleki yapılanma oluşturulmuştur. Bu yapılanmaya KKTC’de yaşayan, belirtilen şartları eksiksiz yerine getiren kişiler katılım sağlayabilmektedir. Yetkisiz hipnoz uygulamaları ile birlikte, yanıltıcı tanıtım, gerçeğe aykırı beyan, yetki ve uzmanlık izlenimi uyandıracak şekilde unvan veya belge kullanımı; yürürlükteki KKTC mevzuatlarına aykırılık teşkil eder. Bu tür fiillerin tespiti hâlinde, ilgili kişi ve/veya kuruluşlar hakkında yasal işlemler uygulanabilmektedir. |

Kuzey Kıbrıs Türk Cumhuriyeti’nde Hipnoterapi ve Hipnoz Uygulamaları:
Bilimsel, Mesleki ve Yapısal Bir İnceleme Özet Bu çalışma, Kuzey Kıbrıs Türk Cumhuriyeti’nde (KKTC) hipnoterapi ve hipnoz uygulamalarının, güncel mesleki yapılanmasını ve kuramsal temellerini incelemeyi amaçlamaktadır. Çalışmanın temel yaklaşımı; hipnoterapinin, bilinçaltı davranış bilimleri kapsamında yer alan, kendi kuramsal çerçevesi, yöntemleri, eğitim süreci ve mesleki unvanı bulunan bağımsız bir bilim dalı ve müstakil bir meslek alanı olduğu, hipnozun ise bu bilim dalı içinde kullanılan temel bir yöntem ve araç olduğu kabulüne dayanmaktadır. Türkiye merkezli, tarihsel olarak geçerliliğini yitirmiş ve KKTC’deki mevcut mesleki oluşumla uyumlu olmayan yaklaşımlar; hipnoz ve hipnoterapi kavramlarının birbirinin yerine kullanılmasıyla kavramsal, bilimsel ve mesleki bir karmaşa yaratmıştır. Bu makale, söz konusu yanlış konumlandırmaları analitik biçimde değerlendirerek; hipnoterapinin psikoloji, tıp veya diğer disiplinlerin alt uygulaması değil, dünyada kabul gören bağımsız bir bilim dalı olduğunu ortaya koymaktadır. Çalışma, KKTC’de oluşturulan yeni mesleki yapılanmayı esas alarak, hipnoterapistlik mesleğini uluslararası akademik tanımlar ve mesleki unvan standartları doğrultusunda tanımlamakta; hipnozun bu yapı içindeki bilimsel ve işlevsel konumunu netleştirmektedir. Bu çalışma, uluslararası akademik literatür, mesleki mevzuat metinleri ve mevcut mesleki yapılanmalar temel alınarak gerçekleştirilen analitik ve karşılaştırmalı bir inceleme niteliğindedir. 1. Giriş Hipnoz ve hipnoterapi, tarihsel süreç içerisinde farklı disiplinlerin etkisi altında değerlendirilmiş; uzun yıllar boyunca psikoloji, psikiyatri ve tıp alanlarıyla iç içe ele alınmıştır. Ancak günümüzde uluslararası akademik literatür, hipnoterapinin bağımsız bir bilinçaltı davranış bilimi olarak konumlandığını ortaya koymaktadır. Bu bağlamda, hipnoterapinin belirli bir meslek grubunun yan uygulaması olarak değil, özgün bir uzmanlık alanı olarak ele alınması gerekliliği ortaya çıkmıştır. KKTC özelinde ise, Türkiye’ye göre yazılmış ve güncelliğini yitirmiş içeriklerin bilinçsiz biçimde uyarlanması; mesleki sınırların belirsizleşmesine, yetkisiz uygulamaların artmasına ve toplumun yanlış yönlendirilmesine neden olmuştur. Bu makale, söz konusu yanlış yaklaşımları bilimsel ve mesleki temelde düzeltmeyi amaçlamaktadır. 2. KKTC’de Hipnoterapinin Mesleki Yapılanması KKTC’de hipnoterapi alanı, oluşturulan yeni mesleki yasa tasarısı kapsamında yeniden yapılandırılmaktadır. Bu yapılandırma, hipnoterapinin sertifika temelli bir yan faaliyet değil; diploma temelli, bağımsız bir meslek olduğunu açıkça ortaya koymaktadır. Bu çerçevede oluşuma gidilen Kıbrıs Türk Hipnoterapistler Birliği, mesleki standartların korunması ve hipnoterapi uygulamalarının bilimsel çerçevede yürütülmesi amacıyla oluşturulmuştur. Bu yapılanma içinde, yalnızca uluslararası geçerliliği bulunan hipnoterapi diplomasına sahip, resmî hipnoterapist unvanını taşıyan ve KKTC vatandaşı olan profesyoneller yer alabilir. Mesleki unvanın izinsiz kullanımı, yetkisiz uygulamalar ve yanıltıcı tanıtımlar, yürürlükteki mesleki düzenlemelere aykırılık teşkil etmekte ve hukuki yaptırımlara konu olabilmektedir. 3. KKTC’de Hipnoz Uygulamalarının Yetki ve Geçerlilik Boyutu Hipnoz uygulamalarına ilişkin en temel ayrım, yetki ve geçerlilik kavramları üzerinden yapılmaktadır. Türkiye Cumhuriyeti sınırları içerisinde geçerli olan GETAT temelli hipnoz uygulayıcı sertifikaları, KKTC’de herhangi bir mesleki veya uygulama yetkisi doğurmamaktadır. Bu tür sertifikalar; • Uzmanlık veya mesleki unvan kazandırmaz, • Süreli belgelerdir, • Sadece verildiği ülke sınırlarında geçerlidir. KKTC’de geçerli uygulama yetkisi; resmî mesleki diploma, tanımlı mesleki unvan ve KKTC vatandaşlığı şartlarının birlikte sağlanmasını gerektirir. Bu şartlar, uluslararası meslek standartlarıyla uyumlu biçimde oluşturulmuştur. 4. Hipnoterapi ve Hipnozun Bilimsel Temelleri Hipnoterapi, bilinçaltı davranış bilimleri kapsamında değerlendirilen; telkin, imajinasyon ve öğrenilmiş davranış kalıplarının yeniden yapılandırılmasını hedefleyen bilimsel bir disiplindir. Hipnoterapi eğitimi, sertifika programlarıyla sınırlı değildir; kapsamlı teorik bilgi, denetimli uygulama ve klinik deneyim içeren diploma düzeyinde bir uzmanlık eğitimidir. Amerika Birleşik Devletleri’nde olduğu gibi hipnoterapi, fakülte düzeyinde eğitimi verilen, akademik müfredatı tanımlanmış bir alandır. Eğitimini başarıyla tamamlayan bireyler, Diploma in Hypnotherapy derecesi ve Hipnoterapist (C.Ht.) unvanını almaya hak kazanır. Hipnoterapi, psikoloji, eğitim, spor, iletişim ve davranış bilimleri gibi birçok alana destek sunabilen disiplinler arası bir yapıdadır. 5. Hipnoterapist ve Hipnotist Kavramlarının Ayrımı Hipnoterapist, hipnotik zihin durumu ve bilinçaltı davranış modelleri konusunda diploma düzeyinde eğitim almış uzman kişidir. Danışanlarının hedeflerine ulaşmasını sağlamak amacıyla hipnozu birincil araç olarak kullanabilir. Amerika Birleşik Devletleri Federal Mesleki Ünvanlar Sözlüğü’nde olduğu gibi 1973 yılından bu yana yer alan tanıma göre hipnoterapist; motivasyonu artırmak veya davranış biçimlerini değiştirmek amacıyla danışana hipnotik durumu uygulayan profesyoneldir. Bu tanımda teşhis, tedavi veya hekimlik şartı yer almamaktadır. Hipnotist kavramı ise güncel mesleki yapılanma içinde bilimsel ve resmî bir uzmanlık tanımı içermeyen, genel ve belirsiz bir ifadedir. 6. Bilimsel Sonuçlar ve Mesleki Konumlandırma Hipnoz, hipnoterapi bilim dalı içerisinde kullanılan temel bir yöntem ve araç olup, yalnızca bu alanda diploma düzeyinde eğitim almış yetkin hipnoterapistler tarafından bilimsel ve mesleki sınırlar çerçevesinde uygulanabilir. Hipnoterapistlik; kendi kuramsal temelleri, yöntemleri, eğitim süreci ve mesleki unvanı bulunan, tek başına tanımlı bir uzmanlık alanı ve bağımsız bir meslek olarak konumlanmaktadır. Kuzey Kıbrıs Türk Cumhuriyeti’nde oluşturulan yeni mesleki yapılanma, hipnoterapiyi tıp, psikoloji veya diğer disiplinlerin alt uygulaması olarak ele alan; Türkiye merkezli ve tarihsel olarak geçerliliğini yitirmiş tanımlamalardan bilinçli biçimde ayrışarak, hipnoterapinin uluslararası bilimsel standartlar doğrultusunda diploma temelli ve mesleki sınırları açık biçimde tanımlanmış bağımsız bir bilim dalı olarak konumlandırılmasını esas almaktadır. Dünyada yapılan çalışmalar gibi KKTC’de de hipnoterapi ve hipnoz uygulamalarının bilimsel, mesleki ve yapısal çerçevesini bütüncül bir yaklaşımla ortaya konulmuştur. Dünyadaki bilimsel gelişmeler, hipnoterapinin sertifika temelli bir yan faaliyet değil; kuramsal temelleri, yöntemleri, eğitim süreci ve mesleki unvanı bulunan müstakil bir meslek alanı olduğunu açık biçimde göstermektedir. KKTC’de geliştirilen yeni mesleki yapı, hipnoz ve hipnoterapi kavramlarını birbirinden ayırarak doğru konumlarına yerleştirmekte; uluslararası bilimsel normlarla uyumlu, çağdaş ve net bir mesleki çerçeve ortaya koymaktadır. Toplumun doğru bilgilendirilmesi, alandaki kavramsal karmaşanın giderilmesi ve hipnoterapinin bilimsel itibarının korunması, ancak bu bilimsel ve mesleki çerçevenin esas alınmasıyla mümkün olacaktır. “Hipnoterapi sadece bir teknik değil, bilinçaltı zihnin diliyle kurulan bilimsel bir iletişim biçimidir. Bu bilimi etik sorumlulukla geliştirmek ve yaymak bir görevdir.” Bu yaklaşım doğrultusunda hipnoterapi, yalnızca bir teknik ya da yöntemler bütünü olarak değil; bilinçaltı zihnin işleyişini temel alan, bilimsel yöntemlerle yapılandırılmış bir iletişim ve davranış bilimi olarak ele alınmaktadır. Bu bilimin etik sorumluluk bilinciyle geliştirilmesi, korunması ve doğru biçimde aktarılması, hipnoterapi alanında çalışan tüm profesyoneller için bilimsel bir yükümlülük niteliği taşımaktadır. Dünya genelinde yürütülen akademik çalışmalar ve Dünya Hipnoterapi Bilim Kurulu Araştırma Üyeliği kapsamında sürdürülen bilimsel katkılarla uyumlu biçimde, Kuzey Kıbrıs Türk Cumhuriyeti’nde geliştirilen bu yeni mesleki ve yapısal yaklaşım; hipnoterapinin uluslararası bilimsel standartlar doğrultusunda ele alındığını ve KKTC’nin bu alandaki bilimselliği küresel ölçekte sürdürebilecek bir konumda olduğunu ortaya koymaktadır. Bu yönüyle KKTC, hipnoterapi ve hipnoz alanında çağdaş, etik ve bilim temelli bir mesleki anlayışın gelişimine katkı sunan önemli bir akademik referans noktası olma potansiyelini güçlendirmektedir. Bu kapsamda, Kuzey Kıbrıs Türk Cumhuriyeti’ndeki hipnoterapi ve hipnoz uygulamaları, kendi özgün mesleki yapısı ve uluslararası bilimsel standartlar temelinde ele alınmakta olup, bu doğrultuda bilimsel çalışmalar sürdürülmektedir. Bu çerçevede oluşturulan bilimsel ve mesleki yapılanmanın sürdürülebilirliği, hipnoterapi alanında akademik araştırmaların teşvik edilmesi ve uluslararası bilimsel platformlarla etkileşimin artırılmasıyla doğrudan ilişkilidir. KKTC’de hipnoterapi ve hipnoz alanında ortaya konulan bu yapı, yalnızca mevcut mesleki standartların korunmasını değil; aynı zamanda bilinçaltı davranış bilimleri alanında üretilecek bilimsel bilginin gelişmesini ve küresel akademik literatüre katkı sunulmasını da hedeflemektedir. Bu yönüyle söz konusu yapılanma, hipnoterapinin bilimsel derinliğini artırmaya yönelik dinamik ve gelişime açık bir akademik zemin oluşturmaktadır. Bu bağlamda, her meslek grubunun kendi uzmanlık alanı içinde yetki ve sorumluluk bilinciyle hareket etmesi; mesleki sınırların korunması ve etik ilkelere saygının esas alınması, hipnoterapi ve hipnoz alanının bilimsel bütünlüğü açısından da temel bir gerekliliktir. Disiplinler arası etkileşim ise, ancak bu sınırların doğru tanımlanması ve karşılıklı mesleki sorumluluk bilinci çerçevesinde yürütüldüğünde bilimsel değer üretmektedir. Hypnotherapy and Hypnosis Practices in the Turkish Republic of Northern Cyprus:
A Scientific, Professional, and Structural Review Abstract This study aims to examine the current professional structure and theoretical foundations of hypnotherapy and hypnosis practices in the Turkish Republic of Northern Cyprus (TRNC). The fundamental premise of the study is that hypnotherapy constitutes an independent scientific discipline and a distinct professional field within the scope of subconscious behavioral sciences, possessing its own theoretical framework, methodologies, educational process, and professional title, while hypnosis is regarded as a primary method and tool utilized within this discipline. Turkey-centered approaches that are historically outdated and incompatible with the existing professional structure in the TRNC have created conceptual, scientific, and professional confusion by using the terms hypnosis and hypnotherapy interchangeably. This article analytically evaluates such misclassifications and demonstrates that hypnotherapy is not a sub-application of psychology, medicine, or other disciplines, but rather an independent scientific field recognized internationally. Based on the newly established professional structure in the TRNC, the study defines the profession of hypnotherapist in accordance with international academic definitions and professional title standards, while clarifying the scientific and functional position of hypnosis within this framework. This study constitutes an analytical and comparative review conducted on the basis of international academic literature, professional regulatory texts, and existing professional structures. 1. Introduction Throughout history, hypnosis and hypnotherapy have been evaluated under the influence of various disciplines and have long been addressed in close association with psychology, psychiatry, and medicine. However, contemporary international academic literature demonstrates that hypnotherapy is positioned as an independent subconscious behavioral science. In this context, the necessity of considering hypnotherapy not as an auxiliary practice of a particular profession but as a distinct field of expertise has emerged. In the specific case of the TRNC, the uncritical adaptation of Turkey-oriented and outdated content has led to the blurring of professional boundaries, an increase in unauthorized practices, and the misdirection of the public. This article aims to correct these misconceptions on scientific and professional grounds. 2. Professional Structuring of Hypnotherapy in the TRNC In the TRNC, the field of hypnotherapy is being restructured within the framework of a newly proposed professional legislation. This restructuring explicitly establishes that hypnotherapy is not a certificate-based auxiliary activity, but a diploma-based and independent profession. Within this framework, the Cyprus Turkish Association of Hypnotherapists has been established to protect professional standards and to ensure that hypnotherapy practices are conducted within a scientific framework. Membership in this structure is limited to professionals who possess an internationally recognized diploma in hypnotherapy, hold the official title of hypnotherapist, and are citizens of the TRNC. The unauthorized use of professional titles, unlicensed practices, and misleading promotions constitute violations of the current professional regulations and may be subject to legal sanctions. 3. Authority and Validity of Hypnosis Practices in the TRNC The primary distinction concerning hypnosis practices is made on the basis of authority and validity. Hypnosis practitioner certificates based on the GETAT framework and valid within the borders of the Republic of Türkiye do not confer any professional or practical authority in the TRNC. Such certificates: • Do not grant professional titles or specialist status, • Are time-limited documents, • Are valid only within the country in which they are issued. In the TRNC, valid authorization to practice requires the combined fulfillment of the conditions of holding an official professional diploma, a defined professional title, and TRNC citizenship. These criteria have been established in alignment with international professional standards. 4. Scientific Foundations of Hypnotherapy and Hypnosis Hypnotherapy is a scientific discipline within the field of subconscious behavioral sciences, aiming at the restructuring of suggestion, imagination, and learned behavioral patterns. Hypnotherapy education is not limited to certificate programs; rather, it is a diploma-level specialization that includes comprehensive theoretical knowledge, supervised practice, and clinical experience. As in the United States, hypnotherapy is an academically defined field taught at the faculty level. Individuals who successfully complete their education are entitled to receive the Diploma in Hypnotherapy and the professional title of Hypnotherapist (C.Ht.). Hypnotherapy has an interdisciplinary structure capable of supporting fields such as psychology, education, sports, communication, and behavioral sciences. 5. Distinction Between the Concepts of Hypnotherapist and Hypnotist A hypnotherapist is a professional who has received diploma-level training in hypnotic states of mind and subconscious behavioral models and may use hypnosis as a primary tool to help clients achieve their goals. According to the definition included in the United States Federal Dictionary of Occupational Titles since 1973, a hypnotherapist is a professional who induces a hypnotic state in clients to enhance motivation or modify behavioral patterns. This definition does not include diagnosis, treatment, or physician qualifications. The term hypnotist, on the other hand, does not represent a scientific or officially recognized professional specialization within the current professional structure and remains a general and ambiguous designation. 6. Scientific Conclusions and Professional Positioning Hypnosis is a fundamental method and tool used within the scientific discipline of hypnotherapy and may be applied solely by competent hypnotherapists who have received diploma-level education in this field, within defined scientific and professional boundaries. Hypnotherapy constitutes an independently defined field of expertise and a distinct profession, possessing its own theoretical foundations, methodologies, educational process, and professional title. The newly established professional structure in the TRNC consciously differentiates itself from Turkey-centered and historically outdated definitions that position hypnotherapy as a sub-application of medicine, psychology, or other disciplines. Instead, it is based on the recognition of hypnotherapy as an independent scientific discipline, defined according to international scientific standards, with diploma-based education and clearly delineated professional boundaries. As with global practices, hypnotherapy and hypnosis in the TRNC have been addressed through a holistic scientific, professional, and structural framework. Contemporary scientific developments clearly demonstrate that hypnotherapy is not a certificate-based auxiliary activity, but an autonomous professional field with established theoretical foundations, methodologies, educational standards, and professional titles. The professional structure developed in the TRNC correctly differentiates hypnosis and hypnotherapy, aligning them with their proper roles and presenting a clear, modern, and internationally compatible professional framework. The accurate dissemination of information to the public, the elimination of conceptual confusion, and the preservation of the scientific credibility of hypnotherapy are possible only through adherence to this framework. “Hypnotherapy is not merely a technique, but a scientific form of communication established through the language of the subconscious mind. Developing and disseminating this science with ethical responsibility is a duty.” In line with this perspective, hypnotherapy is addressed not merely as a collection of techniques or methods, but as a communication and behavioral science structured through scientific methodologies and grounded in the functioning of the subconscious mind. The ethical development, protection, and accurate transmission of this science constitute a scientific responsibility for all professionals working in the field of hypnotherapy. In alignment with global academic research and scientific contributions carried out within the scope of membership in the World Hypnotherapy Science Council Research Board, the professional and structural approach developed in the TRNC demonstrates that hypnotherapy is addressed in accordance with international scientific standards and that the TRNC is positioned to sustain scientific credibility in this field on a global scale. In this respect, the TRNC strengthens its potential to serve as a significant academic reference point contributing to the development of a contemporary, ethical, and science-based professional understanding of hypnotherapy and hypnosis. Within this context, hypnotherapy and hypnosis practices in the Turkish Republic of Northern Cyprus are examined and advanced on the basis of their own distinctive professional structure and international scientific standards, and scientific studies are being conducted accordingly. The sustainability of the scientific and professional structure established within this framework is directly related to the encouragement of academic research in the field of hypnotherapy and the enhancement of interaction with international scientific platforms. The structure developed in the TRNC aims not only to preserve existing professional standards but also to foster the advancement of scientific knowledge in the field of subconscious behavioral sciences and to contribute to the global academic literature. In this respect, the structure constitutes a dynamic and development-oriented academic foundation aimed at deepening the scientific scope of hypnotherapy. In this context, it is essential that each professional group operates within its own field of expertise with a clear sense of authority and responsibility, respects professional boundaries, and adheres to ethical principles. Interdisciplinary interaction can generate scientific value only when conducted within clearly defined boundaries and a framework of mutual professional responsibility.
